Raising of the Participation Age 2013/15
You will be aware that it is the Government’s policy that by 2013, all young people will be expected to stay in some form of learning until they are 17. This will increase to age 18 by 2015. This means that those completing year 11 in 2013 will need to remain in learning until they are 17. Those completing year 11 from 2014 onwards will need to remain in learning until they are 18.
This ‘Raising of the Participation Age’ will mean that by 2013 all young people will need to continue in one of the following options:
• Full time education in a school sixth form or college
• Work Based learning, such as an Apprenticeship
• Part-time education or training if they are employed, self employed or volunteering for more than 20 hours a week
Raising Participation has been adopted by Norfolk’s 14-19 Strategy Group as one of the ‘Big Three’ themes for the County in 2011-12, together with the promotion and development of Apprenticeships and ensuring sound processes for tracking vulnerable learners.
A Raising Participation Strategy has been developed to encourage a coherent approach across the County with schools, colleges and other learning providers working in partnership with local authority services to ensure post-16 learner participation and progression.
For 2011-12, the concerted focus will be on students in current Year 10 to ensure that they have a clearly identified and appropriate progression route to 17. This includes 5 challenging targets for all students in year 10 for the coming year:
To have an intended destination by the end of the Spring term 2012
To be registered on Help You choose by the end of Summer term 2012
To have an action plan completed by the end of Autumn term 2012
To have applied for a learning place by the end of Spring term 2013
To have an appropriate offer of learning by the end of September 2013
Further information and materials to support the delivery of each of these targets will be sent to schools in the coming months.
We recognise, however, that the first stage must be to ensure understanding of RPA by young people in Years 9 and 10, their parents/carers and staff. To assist schools with this process we have produced leaflets for each of these key groups. Hard copies have been produced for students and for parents/carers that will be distributed to schools week commencing 14th November. These leaflets can be used with students during careers/PSHE lessons or assemblies; with parents/carers at options events and through school-home communications. The leaflet for staff is available for download only to be used during staff briefings
