Important Update on Special Educational Needs & Disability (SEND) Funding to School Clusters - SEND Cluster Budget Notification

We are pleased to confirm that budget information to all Norfolk Schools regarding the detail of the SEND Cluster Funding will be available to download to all schools on Friday 18th May 12 as a Cluster SEND Memorandum in the form of a spreadsheet. The form will not be populated with data for your cluster until you choose your cluster from the dropdown list located at the top right hand corner of the form. Full details of how to use the form will be included in the Support for Learning Funding Guidance. Please use the link below and ‘save’ a copy to your computer and click ‘enable macros’ to enable the spreadsheet to work correctly. If you choose the wrong school from the dropdown menu, use the ‘Control’ and ‘R’ keys to reset the document and choose the correct cluster from the dropdown list.

There has been a slight delay to the issuing of this data as we have been considering a request expressed by an increasing number of schools regarding perceived difficulties associated with Pupil Specific Funding ceasing for nursery aged children transferring to Reception in September 2012 where they have Statements of SEN.

As most headteachers will know, this issue had been raised via the Headteacher Meetings with the Director of Children's Services earlier this term and recently at the Cluster Chairs Meeting. The Additional Needs Strategy & Commissioning Manager had agreed to work with Schools Finance colleagues to assess the impact of this issue at an individual school level and also county-wide.

Following this work it has now been agreed to make a one-off change to the policy regarding the PSF / SEND Cluster Funding transition arrangements announced earlier this year. In practice this means that for children who hold a Statement of SEN prior to the end of the summer term 12, where quantification equates to 20hrs Teaching Assistance or more per week PSF will be allocated to the receiving school for the first term in Reception (i.e. this autumn term 2012 only).

Schools who will be receiving YrR pupils who are in receipt of a Statement prior to the end of the summer term ‘12 should contact either Michaela Allison 01603 224021 or Stephen Knowlton-Rayner 01603 224004 to trigger the release of the PSF. Funding will only be released once employment of an additional TA has been made for part or all of the Autumn Term 12.

Funding will not be applied in the event of in year transfers to YrR.

We believe this decision provides an appropriate and considered response to the concerns expressed to us by many headteachers regarding this one-off unintended consequence of the policy change this year.
