Statutory Moderation 2013
MI sheet 235/12 gave initial details of the plans for statutory moderation in 2013; this update indicates the next steps for schools.
Schools are currently being selected for statutory moderation at each key stage on the basis of the existing cycles. However, this year, the three moderation processes (EYFSP, KS1 and KS2 writing) have been brought together in a single rolling programme.
This will ensure that schools do not in the normal course of events have more than one moderation a year. As a result of this systematic review some schools will notice a realignment from the normal cycle this year. After 2013 the cycle will continue on a four-yearly basis with most schools having a single phase moderation in three years out of four, other than in exceptional circumstances.
Schools which have been selected for moderation this year will be notified individually by 5.00 pm on Friday 15th March, initially by a telephone call. This will be followed immediately by an email which will give details of the date, time and venue for moderation as well as key stage specific guidance on the nature of the evidence to be brought.
At the same time you will be asked to supply a list of your current cohort of pupils together with your latest provisional teacher assessments. From this list, the LA will select the pupils whose assessments will be moderated; you will be told who these pupils are between five and ten days before your moderation date. This is in order to fulfil the DfE requirement that teachers should not prepare work specifically for moderation purposes.

If you do not receive notification of a moderation meeting by 15/03/13, you need take no further action this year. Please note that details of data submission at each key stage have already been circulated on MI sheet 49/13.
Monitoring of Year 1 phonics screening check and KS2 test administration Local authorities have a statutory duty to monitor the administration of the Year 1 phonics screening check and KS2 national curriculum tests.
This involves us in visiting at least ten per cent of schools within Norfolk. In 2013, in accordance with the requirements of the Standards and Testing Agency (STA) of the DfE, advisers from Norfolk County Council Children's Services will visit a sample of schools before, during or after the week of the phonics check (w/c 17th June) and KS2 tests (w/c 13th May).
