Building Work: planning, procurement and the completion of DFC forms

  1. Completion of DFC Forms

    All capital expenditure by Local Authority maintained schools (except VA schools), whether from DFC or from school budget share (revenue) requires approval from the Local Authority prior to the start of a project. A 'DFC Application Form' must be completed and approved prior to the start of a project and the form is available via the Norfolk Schools website, under 'School Administration', 'Finance', 'Devolved Formula Capital' or via 'My School', 'Devolved Formula Capital' in the list of 'Commonly used items'.

    The website provides advice with regards to eligible/ineligible expenditure, and answers to some other frequently asked questions. If you would like further advice on completing the application form please contact Peter Dawes (01603 222356).

  2. Planning Permission

    Where a project requires planning permission, the County Council is the determining planning authority (01603 222756). It is helpful if the local County Councillor is informed that a planning application is to be submitted.

  3. Procurement

    Schools are reminded that all procurement using Devolved Formula Capital (DFC) must be carried out in line with Norfolk's Scheme for Financing Schools. The requirement is reiterated in the DFC approval letter and Norfolk Audit Services carry out a regular programme of audit of school compliance with this requirement.

  4. Compliance with Planning Conditions

    Where building work at a school requires planning permission a monitoring inspection will take place to ensure compliance with the conditions attached to that planning permission. This inspection will cost £240.

    If the building work is being carried out by the school using Devolved Formula Capital, the £240 will be payable by the school after the inspection takes place. This charge therefore needs to be budgeted for when the building works are costed. If the work is being funded by Children's Services, the Diocese or any other organisation they will usually pay the £240 charge.

    An emailed memo will advise affected schools of an intended inspection.
