Revised managed move scheme/attendance trials

Managed Move Scheme

Further to MI Sheet 45/17 announcing the pilot of the revised Managed Move Scheme and following a review it has now been agreed with NSEL to roll out the revised scheme across all secondary schools in Norfolk.

In line with the pilot the revised scheme will be managed between heads with advice from the Fair Access Team regarding alternative schools (the next four nearest schools or all schools within statutory walking distance). The pupil will remain on roll at the original school during an initial 8 school week trial. Where pupils are eligible for school transport this will be arranged by the Fair Access team.

The Fair Access Team will maintain information on managed moves (in and out) to ensure no school is required to admit a disproportionate number of pupils with challenging behaviour and that all schools support the scheme.

When a managed move is agreed the Managed Move agreement must be completed and signed by all parties including a representative of the Fair Access Team. A managed move will not be valid unless signed by all parties. Attendance Trials

Attendance trials are part of the Norfolk's Fair Access Protocol and are appropriate where a pupil with very low attendance (75% or lower) wants to move to another local school. A trial can only be offered where the pupil is on roll at another maintained school and cannot be used if a pupil is home educated or in an independent school. The trial agreement and other documents that support the process are now available on the Norfolk Schools website at www.schools.norfolk.gov.uk/Behaviour-and-safety/School-attendance/Attendance-trials .

The Fair Access Team should be notified when a trial has been agreed and a trial is not binding unless the trial agreement is signed by all parties including the local authority.
